Introduction 

The ‘Aamar Sarkar’ web portal, launched by Chief Minister Dr. Manik Saha, has been celebrated as one of the top five Best Practices for promoting good governance at the Chief Ministers’ Conclave in New Delhi. This initiative began in November 2022 and has been instrumental in addressing public grievances through an innovative online platform designed specifically for rural communities.

At the prestigious Chief Ministers’ Conclave, attended by Prime Minister Narendra Modi along with other Chief Ministers and Deputy Chief Ministers, ‘Aamar Sarkar’ received high praise. The initiative’s success has set a benchmark, making it a model expected to inspire similar efforts in other states.

This web-based platform, managed by the Rural Development (Panchayat) Department, is designed to streamline communication between Panchayat Secretaries, Rural Programme Secretaries, Village Secretaries, Rural Programme Managers, and various line departments.

User Categories

The portal is designed with distinct user categories to streamline access and functionality:

  • GP/VC Users: These are the Panchayat Secretaries, Rural Programme Secretaries, and Village Secretaries who can log in to report issues, track progress, and manage requests from their respective Gram Panchayats and Village Committees.
  • Departmental Users: Officials from line departments who have jurisdiction over specific areas can view and respond to the issues reported by GP/VC users. This ensures that the issues are handled by the appropriate authorities.
  • Citizens: The portal also allows citizens to track the status of their complaints and requests. This transparency helps in building trust between the government and the community.

How the ‘Aamar Sarkar’ Portal Works

The ‘Aamar Sarkar’ portal enables rural residents to lodge complaints online, via mobile applications, and track their resolution. The system involves:

  • Complaint Lodging and Tracking: Rural residents can file complaints through the portal, which are then tracked until resolution.
  • Field Officers’ Role: Field officers from 81 line departments are tasked with addressing complaints within four days. Unresolved issues are escalated to senior officials.
  • Verification and Certification: Completed work is verified and certified by the Department Head before closure.

Accessing the Amar Sarkar Portal is a straightforward process. Users need to select their Gram Panchayat or Village Committee from the provided list and enter their password to log in. In case of forgotten passwords, a recovery option is available to ensure uninterrupted access.

1. Azadi Ka Amrit Mahotsav: The portal commemorates the Azadi Ka Amrit Mahotsav, celebrating the 75th anniversary of India’s independence. This integration highlights the government’s commitment to leveraging technology for rural development.

2. Technical Specifications: For optimal performance, the portal is best viewed in a screen resolution of 1366×768 or higher. This ensures that users have a seamless experience while navigating through the platform.
